The bandit leader will use Rally to give his allies SA status and increase their health and attack power limits.
When all yellow bases are occupied, yellow soldiers return to normal status. Similarly, when all red bases are occupied, red soldiers also return to their original status.
After occupying all bases and killing all captains, the bandit leader will appear in the center of the map. Defeat him to complete the quest.
